"over the next two years" ist ein Zeitraum, kein Zeitpunkt, der in der Zukunft liegt.
Zukunft -> will
"will have improved" ist Futur II, und bezieht sich auf einen Zeitpunkt, z.B. Nach zwei Jahren wird sich die Wirtschaft verbessert haben, after two years.
Aber "über die nächsten zwei Jahre" wird sich die Wirtschaft verbessern also?
